Shanghai's road network must have been one of the fastest growing of the world, since the early 1990s. But a trip from one end of the city to the other, by car, may still take you several hours. There will always be some jams.
The fastest way to go will be by your own car, or by a taxi. Especially if you are ready to use the kinds of streets where you need to pay a toll. Otherwise, a bus will be the best answer. For long distances, especially from Pudong airport in the East, to Hongqiao in the West, buses travelling exactly these roads will be best. Also, good and reasonably fast buses stop at most international hotels.
